Check out the Soft Copy Ortho-photo map data base (SODB). Most are available in TIFF (Tagged Image File Format), MrSid and TFW (Tiff World File). Also a lot of other good stuff here including Digital Terrain Model data base (DTM) info and Enhanced Topographic data base (ETB) in DXF, CARIS GIS ASCII and ESRI Shapefile format.
